1.              JOB PURPOSE:

• To be the company's source of engineering/project management expertise for the relevant  Operational   Area   in  order  to   provide  high  quality   engineering/project

management advice to Area Management and to ensure that proper/efficient integration of the various functions of Operations, Maintenance, Admin. Services and Capital Projects occur, and;

• To manage the Company's full Capital Expenditure (CAPEX) I programme for the relevant Operation Area including planning, control and reporting, to ensure that the modification, improvement and replacement of process equipment and plant & property  are  implemented  in  line  with  corporate  objectives  and  best  engineering

principles and practice, and to ensure that expenditure targets are achieved.

• To lead day-to-day engineering/project  management activities within the area of the

project and coordinates with EPCM/EPC and operations counterparts to ensure quick turnover of engineering documents for review and approval.        

2.              KEY ACCOUNTABILITIES:

• Supports the Engineering/Area Manager in all day to day activities, ensuring technical optimization and smooth handover of systems and facilities.

• Reviews and approves technical documents, ensuring technical optimization and the scope of work is correctly detailed to avoid any variations and delays.

• Contributes to achieving Area KPIs and participates in solving technical concerns with the Engineering/Area Manager.

• Participates in technical evaluation/clarification of packages and highlights any technical issues, improvements, or cost saving opportunities founded within the package to the Engineering/Area Manager.

• Supports Construction and POV teams in their site walk downs and provides technical observation as required.

• Participates in facility design reviews, hazard and hazops workshops and Quality Assurance /Quality Control activities as required.

• Annually prioritize and  manage, with Area  Management  and  Finance, a  5-year  CAPEX project Programme for the relevant Area  in accordance  with corporate objectives.

• Provide accurate technical and cost information to Supply and Finance Managers to ensure that expenditure of company capital resources is planned and applied effectively and efficiently.

• Analyse internal customer needs, formulate and evaluate alternative solutions to ensure that those needs will be satisfied in the most appropriate and cost-effective way, with emphasis on solutions which address safety, environmental and reliability issues.

• Examine, question and critique existing process systems to eliminate bottlenecks and provide re-engineering support with the aim to add value.

• Pro-actively carry  out  task  (including  addressing  repetitive  maintenance  issues)  to improve plant availability and asset utilisation with the goal of increasing productivity.

• Lead multi-disciplinary  project teams  in the  planning, implementation  and delivery  of projects of any value, complexity or risk profile, to meet defined time, cost and quality standards.

• Direct, monitor and evaluate the work of engineering contractors to ensure that health, safety, environmental and quality standards are maintained in order to meet or exceed company policy requirements in these areas.

• Guide and mentor Project Team members to aid in their professional and technical development and to ensure that project strategies and progress are correctly aligned with the customer needs.

3.              Authority/ Decision making:

• Thinking within established procedures, standards and precedents.
• Work is subject to managerial control and review of results and is typically covered by practices and procedures which have clear precedents and/or operational guidelines.
• He will be proactive in keeping up-to-date on modern technologies and equipment relevant to his Operational Area, and bringing these to the attention of Dubai's senior management. In particular, he will investigate and implement EHS initiatives including energy saving ideas where appropriate.
• Being accountable for all costs and end results of up to 10 concurrent projects under his direction, with annual cash flow up to USD 10m, the job-holder has, within the framework of the company's policies and organisational structure, freedom to determine solutions and methodologies applied. The preferred route to project completion (technical solution, resource procurement, contract type, etc.) is selected from a range of options after careful evaluation and judgement, taking into account all the prevailing circumstances
• He directs a team of qualified Engineers and Technicians in the delivery of services in his assigned area of the plant. Because he is responsible for the delivery of various projects within his area, with annual cash flow up to USD 100m, his indirect reports include engineers who could be Lead Engineers or Senior Project Engineers, Project Engineers, Design Engineers, Field Engineers, Engineering Draughtsmen and Admin. Services. He will operate within a matrix-type organisational structure and at various instances manage the assigned team members in multi-disciplinary teams which are formed to deliver projects to meet the critical requirements of scope, time, cost, quality and smooth handover of the respective projects.
• He shall deputise for his Manager, generally in rotation with his peers, and represent Capex Area as and when required.

4.              QUALIFICATIONS & SKILLS:

Minimum Qualifications:

• Bachelor’s degree in Engineering (Civil/Mechanical/Electrical/Instrumentation) from a recognized institution / university

Minimum Experience:

• 5 years’ experience on similar projects
