Job Purpose
This role is responsible for the strategic, financial, and operational oversight of transshipment activities and logistics infrastructure, including port operations, berth management, cranes, trucking, and related supply chain elements. This role involves supply chain optimization to ensure optimal throughput across all EGA load and discharge locations while conducting procurement activities and market analysis to secure the most competitive and efficient port and transshipment solutions.
The manager will develop and implement strategies to enhance cost-effectiveness, efficiency, and infrastructure performance, manage key service providers, conduct market research to benchmark transshipment costs and logistics infrastructure trends, and drive continuous improvement initiatives while ensuring compliance with industry regulations.
Key Accountabilities
Strategy, Planning & Supply Chain Optimization:
- Develop and execute strategic plans to optimize transshipment operations and logistics infrastructure, ensuring maximum efficiency and throughput.
- Lead supply chain optimization initiatives to enhance cargo flow and operational efficiency across all EGA load and discharge locations.
- Collaborate with port authorities, terminal operators, logistics providers, and supply chain stakeholders to align strategies with operational and business objectives.
- Monitor market trends, technological advancements, and regulatory changes to drive innovation and operational excellence.
Procurement & Market Analysis:
- Conduct market research and analysis on transshipment services, port infrastructure costs, and operational efficiency benchmarks.
- Develop and manage the procurement strategy for transshipment services and logistics infrastructure, ensuring cost-effective and high-quality solutions.
- Engage in competitive sourcing, tendering, and contract negotiations for port operations, berth access, crane services, trucking, and related logistics services.
- Establish and maintain strong relationships with key port and logistics infrastructure providers, ensuring cost and performance optimization.
- Monitor industry pricing structures, supplier performance, and alternative port/logistics infrastructure solutions to identify opportunities for cost savings and efficiency improvements.
Financial Accountability & Budget Management:
- Oversee financial planning, budgeting, and cost control for transshipment and logistics infrastructure operations.
- Monitor and analyze financial performance, ensuring alignment with cost-efficiency targets and business objectives.
- Develop cost models and pricing structures for transshipment and port-related logistics infrastructure to support procurement decisions.
- Optimize operational expenses while maintaining high service quality, cargo throughput, and infrastructure reliability.
Operational Management & Throughput Optimization:
- Ensure smooth and efficient transshipment operations, minimizing delays and maximizing cargo flow at all EGA locations.
- Oversee logistics infrastructure management, including ports, berths, cranes, container handling, and trucking networks.
- Implement best practices in cargo handling, logistics coordination, and infrastructure utilization to improve load and discharge performance.
- Ensure compliance with safety, security, and environmental regulations related to transshipment and logistics infrastructure.
Performance Monitoring & KPI Management:
- Establish and monitor key performance indicators (KPIs) to track efficiency, productivity, and throughput optimization in transshipment and logistics infrastructure.
- Conduct regular performance reviews, identify bottlenecks, and implement corrective actions to improve cargo handling efficiency.
- Leverage data analytics and reporting tools to enhance decision-making and optimize transshipment and load/discharge operations.
Stakeholder & Supplier Management:
- Manage relationships with transshipment service providers, port authorities, berth operators, crane operators, trucking companies, and logistics infrastructure partners.
- Negotiate and oversee service-level agreements (SLAs) to ensure providers meet throughput, cost, and performance targets.
- Act as a liaison between internal and external stakeholders to ensure seamless cargo movement and infrastructure optimization across EGA load and discharge locations.
Compliance, Risk Management & Sustainability:
- Ensure compliance with international maritime regulations, port authority guidelines, and company policies.
- Identify operational risks and develop mitigation strategies to enhance resilience in transshipment and logistics infrastructure operations.
- Promote a culture of safety, security, and sustainability in all aspects of port, transshipment, and logistics infrastructure management.

- Ensures compliance to all relevant safety, quality and environmental management policies, procedures and controls across the department in order to guarantee employee safety, legislative compliance and a responsible environmental attitude.

Qualification & Skills
Minimum Qualifications:
- Bachelor’s or Master’s degree in Supply Chain Management, Logistics, Maritime Studies, Business Administration, or a related field.
Minimum Experience:
- Minimum of 10 years of experience in transshipment, logistics infrastructure management, supply chain optimization, port operations, or industrial supply chain logistics.
- Strong knowledge of port logistics, berth management, crane operations, trucking coordination, and transshipment processes.
- Experience in procurement, tendering, contract negotiation, and market analysis for transshipment and port infrastructure services.
- Proven ability to develop and manage cost models, budgets, and financial forecasting for logistics infrastructure.
- Excellent negotiation, communication, and stakeholder management skills.
- Familiarity with industry regulations, compliance standards, and environmental requirements.
- Proficiency in data analysis, market research, and reporting tools for performance tracking and throughput optimization.
