JOB PURPOSE:
To co-ordinate and monitor the activities of the Main Control Room, ensuring continuity of power supply, compressed air and steam efficiently and safely to DUBAL site and 3rd party customers.
The position for a fixed term contract of 2 years which reports to the Shift Charge Engineer / Shift Manager on their assigned shift, in Power Plant 1 or 2. Also supports Shift Manger in manning the shift staff
KEY ACCOUNTABILITIES:
Power/Steam/Compressed Air/Water Production Monitoring
- The Job holder at his assigned work location is responsible for the operation, trouble shooting, performance and monitoring of Gas Turbines and Boilers and Plotlines Rectifiers, fault finding, diagnosing failure on plant equipment, continuous monitoring of PMS (XA-21) and SCADA systems, monitoring any repeated breakdowns, calculating fault levels, Monitoring Power flow in 132 KV, 33KV & 11KV system, assisting in the preparation and updating minutes of reports, availability and reliability reports, Maintaining efficient GDC ( Generation Despatch Control) Calculating and Maintaining the records of daily, weekly monthly Generation, Plotlines load, Compressed Air, Fuel Consumption Export/Import to DEWA and Export to third party. And also assigned to carry out routines such as auxiliaries changed over, Safeties test, performance and efficiency test, chemical and water washing of Gas turbines compressors.
- The job holder is responsible for the normal behaviour of the following control systems of Gas Turbines and Steam Turbines and Boilers which includes: GE Speedtronic Mark-5 and Mark-2, ABB Procontrol and EGRATROL, ABB POS -30, Alostom ALSPA P-320, PLC, HMI , simplicity HMI, Sentinal, DCS Alostom ALSPA P-320, Controllers Analogue and Digital, Analyzers such as PH, conductivity, Silica, Chlorine, Dissolved O2 Etc. Relative to Industrial water treatment using computer board system.
- The job holder is responsible for the start-up and shutdown of the gas / steam turbines and waste heat boilers as directed by the Shift Manager / Shift Charge Engineer or OE with the assistance of Power Supervisor and the field Operators as necessary. The critical areas demanding priority attention are the potline rectifiers and the gas and steam turbines.
Power Transmission/Distribution Monitoring
- Carry out remote high voltage switching from the control room, as instructed by the SM/SCE/OE.
- The jobholder closely monitors, reports and initiates changes to suit the power demand by all parties (internal & external) and monitors the DEWA-DUBAL power flows.
- Performs power flow simulation studies for the electrical network.
Day to day Operations
- The jobholder reports to the Shift Charge Engineer / Shift Manager on their assigned shift, in Power Plant 1 or 2.
- Operate the power generation equipment to enable the safe and efficient Supply of electric power to satisfy the requirements of the DUBAL site and 3rd party customers
- The jobholder meets daily with the Shift manager, Shift Charge Engineer, OE at the beginning of the shift to review priorities for the shift and start-up/shutdown of equipment.
- He is in constant radio-telephone contact with the SCE, SM, OE, Power Supervisor, Power Operators, MC1, Potline staff, DEWA, DUSUP, DUGAS, Gulf Extrusion, Desal Supervisors, and his crew throughout the shift. The jobholder is responsible for checking the equipment defects reported and issues instructions to initiate maintenance work requests.
- The jobholder closely monitors, reports and initiates changes to suit the power demand by all parties (internal & external) and ensures maximum steam production for the Desalination plant. He also liaises with internal and external parties and reports to Shift manager, Shift Charge Engineer or OE on important matters.
- Operate the compressed air plant to enable the continuous generation of Compressed air to satisfy the DUBAL site operation needs.
- Ensure that all personnel under his control are trained across the operations areas to carry out all duties in a safe and effective manner.
- Carry out remote high voltage switching from the control room, as instructed by the SM/SCE/OE and authorised for Remote Switching.
- Carries out routine operational checks using data processor, recorders etc. to evaluate performance of GT, ST& WHB and makes adjustment to maximise the efficiency of the plant.
- Monitors gas/distillate fuel and compressed air flow and pressure, fire control panel and initiate actions according to established requirements
Environment, Health & Safety
- Proper operation of the gas turbines and other equipment to ensure that the emissions are within the limit as per the Environmental Policy and ISO14001.
- Safe operation of the mechanical equipment and must have Remote Switching Authorisation for the safe remote operation of the electrical system
Training & Development
- Reporting to the job holder are the Control Room operators, responsible for operating and monitoring equipment in their assigned work location. He is also responsible for training the operators in the control room and ensures they can conduct all the practical tasks for each respective work location. The jobholder also monitors the activities of the field operators in their assigned work location throughout the shift.
AUTHORITY/ DECISION MAKING:
Staff
- The jobholder decides on the daily work allocation for his direct reports which includes Senior Operator & Operator Main control Room.
5. QUALIFICATIONS & SKILLS:
Minimum Qualifications:
- Degree or Diploma in Mechanical / Electrical Engineering
- 10 years power station operational experience including 5 years at Senior Supervisory with authorisation for operations of High voltage switchgear
Minimum Experience:
- The jobholder requires experience in power generation and distribution, gas turbines and steam turbine generation. The jobholder requires achieving Remote High Voltage switching authorisation. Clear demonstration of technical knowledge, communication skill and leadership.
