Supervisor - PTW Coordinator
1. JOB PURPOSE:
- Coordinate and support Power Plant Permit to Work Office (PTW Office) activities to ensure effective implementation of the PTW process.
- Support the timely execution of planned and unplanned work in the Power Plant while ensuring compliance with all applicable safety governance procedures, standards, protocols, departmental operating procedures and regulatory requirements.
- Ensure the availability and serviceability of all necessary resources within the PTW Office.
- Perform the duties of PTW Isolation Authority and PTW Issuing Authority within the Power Plant.
- Participate in operations planning activities and provide the necessary operational planning support to the Power Plant.
2. KEY ACCOUNTABILITIES:
Policies, Processes & Procedures
- Implement functional policies, systems, processes, procedures and controls relating to the isolation and permitting function to ensure all relevant procedural and legislative requirements are met while delivering a quality and cost-effective service.
- Act as the e-PTW Super User for the relevant operating area and ensure strict adherence to PTW processes and KPIs.
Day-to-Day Operations
- Ensure work processes related to isolation and permitting activities within the assigned Operations Centre are implemented as designed and comply with established policies, processes and procedures.
- Conduct regular PTW audits to proactively assess compliance with PTW system implementation requirements.
- Participate in PTW-related incident investigations as required.
- Perform revalidation of active work permits to allow continuation of work, including site walkdowns to evaluate existing safety precautions and introduce additional precautions where necessary.
- Support Power Operations during unplanned activities and support Power Plant sustenance projects, including planning, audits and Capex projects.
Permitting and Isolation Scoping and Planning
- Perform scoping for all equipment requiring isolation and permitting within the assigned Operations Centre, considering risks of injury or damage and ensuring work scope and instructions are clearly documented and understood.
- Plan and schedule all isolation and permitting activities and provide permits as required to support the timely and effective execution of work.
Permit to Work and Isolation
- Ensure identification and documentation of hazards and risk analyses associated with isolation activities in order to define and recommend adequate controls in accordance with the hierarchy of controls.
- Maintain a register of all permits to work, isolation activities and associated documents to ensure accurate and up-to-date records and prevent work clashes.
- Lead the safe and effective isolation of equipment to ensure compliance with permitting and isolation policies and operating procedures.
Shutdown Planning
- Support the planning and scheduling of major shutdowns in conjunction with the Supervisor by ensuring isolation requirements are fully integrated into maintenance planning activities.
Emergency Response
- Support the Shift Supervisor with isolation and permitting activities in response to breakdowns and emergency situations.
People Capability and Development
- Coach and mentor shift personnel, including Shift Supervisors, on the technical aspects of the e-PTW system.
- Coach and develop Shift Operators in the correct implementation of proof of isolation within the Power Plant environment.
- Conduct routine audits and checks of shift teams and operators to ensure PTW requirements are consistently and safely implemented in accordance with site standards.
Safety, Quality & Environment
- Ensure isolation and permitting activities are conducted in strict compliance with approved procedures.
- Implement all relevant safety, quality and environmental management policies, procedures and controls to ensure employee safety, legislative compliance and responsible environmental practices.
- Participate in cross-area audits and incident investigations related to isolation and permit-to-work activities.
- Participate in periodic reviews of the operations risk register and provide required updates and inputs.

3. QUALIFICATIONS & SKILLS:
Minimum Qualifications:
- Bachelor’s Degree or Diploma in Electrical or Mechanical Engineering.
Minimum Experience:
- Bachelor’s Degree Holder: 7 years of experience in combined cycle power plant operations in a supervisory role.
- Diploma Holder: 10 years of experience in combined cycle power plant operations in a supervisory role.
- For external recruits: Minimum of 5 years of experience as a PTW Issuing and Isolating Authority in a combined cycle power plant.
Skills:
- Strong attention to detail and ability to work accurately and precisely.
- Good knowledge of Combined Cycle / Co-Generation Power Plant Operations, with specific knowledge of the assigned Operations Centre.
- In-depth knowledge of permitting and isolation processes, practices and procedures.
- Strong ability to assess hazards and safety risks within a production plant environment.
- Strong knowledge of equipment within the respective Operations Centre.
- Ability to make decisions in critical and time-pressured environments.
- Ability to coach, mentor and train individuals on the technical aspects of isolation and permitting.
- Excellent planning and scheduling skills.
- Knowledge of Combined Cycle / Co-Generation Power Plant operational areas.
- Knowledge and experience of Lean principles and tools.
- Strong communication and interpersonal skills.
- Process safety analysis.
